中央軍委主席習近平日前簽署命令，發佈新修訂的《軍隊裝備科研條例》，自2025年3月1日起施行。

Xi Jinping, chairman of the Central Military Commission, has signed an order to promulgate a set of revised regulations on scientific research related to military equipment. The regulations will take effect on March 1, 2025.

【知識點】

新修訂的《軍隊裝備科研條例》（下稱《條例》）堅持以習近平新時代中國特色社會主義思想爲指導，深入貫徹習近平強軍思想，深入貫徹新時代軍事戰略方針，深刻把握裝備科研工作特點規律，科學規範新形勢下裝備科研工作的基本要求和制度安排，是軍隊裝備科研工作的基本法規。

《條例》共8章49條，適應創新構建新時代武器裝備現代化管理體系要求，鮮明立起高質量、高效益、低成本、可持續發展新理念，推動構建自主創新、自主研製、自主可控與開放交流相結合的發展新格局，加快實現裝備科研自立自強；堅持創新驅動，落實裝備建設轉型要求，優化完善規劃計劃、立項審批、項目管理等流程機制；突出分類管理，創新實施裝備預先研究、裝備研製、裝備綜合研究等項目分級分類管理；加強質效管控，對裝備科研質量管控、成本管控、驗收評估、成果管理、手段支撐、安全保密等進行系統規範；強化監督監管，細化完善行業監督檢查方式、督導整改措施、具體問責情形。《條例》的發佈施行，爲推動軍隊裝備科研工作高質量發展提供了制度保障。

要強化創新驅動，以更大力度、更實舉措加快科技自立自強，充分發揮科技對我軍建設戰略支撐作用。

We should use scientific and technological innovation to drive its development. We must intensify efforts and take more concrete measures in the pursuit of independent innovation in science and technology, to fully leverage the role of science and technology as the strategic support for military development.
